Dynamax Wailord deserves to be top-tier. This is the biggest thing that's capable of Dynamaxing (Eternatus doesn't Dynamax, it Eternamaxes), meaning it should be large enough to blot out the sun.
That said, Wailord actually isn't terrible. It's not viable as an attacker, and its defenses aren't... good. But it DOES have a 0.5 second Fast Move, and it also has a HUGE HP pool, meaning its Max Spirits are going to heal a tremendous amount.
