Analysis
Kyurem is in an awkward position. It's actually a fairly strong attacker thanks to Glaciate's great power, but it's also stuck with Dragon Breath as a Fast Move, so it's really only worth considering on raids that are weak to both Dragon and Ice... fortunately, that covers most Dragon Types. However, Kyurem's real utility is is its ability to merge with Reshiram and Zekrom to make White Kyurem and Black Kyurem, respectively.
Offense
- Dragon Breath and Glaciate* is actually Kyurem's highest DPS option against Dragon-type Pokemon if they are weak to both of its moves.
- Dragon Breath and Draco Meteor make for Kyurem's best same-type STAB moveset
- Blizzard can also work Vs. Dragon Types, but it is severely outclassed by Glaciate
- Dragon Claw can make it easier to dodge, but the damage-loss is substantial
- Steel Wing is basically worthless.
Dragon Breath provides immense energy gains and good damage. Steel Wing is useless, and should be TMed away as soon as possible.
Glaciate is what defines Kyurem - is it a low cost Ice-type move with moderate damage and a guaranteed Attack debuff. When combined with Dragon Breath's high energy gains, Kyurem can rapidly spam Glaciate after Glaciate, quickly withering away at its enemies's offensive prowess. Dragon Claw is a reliable, mid-cost Dragon-type attack, and is a non-committal option to get around Fire- and Water-type opponents. Draco Meteor is an explosive option that punishes opponents for not shielding; this pairs incredibly well with Glaciate's ability to strongly punish those who shield. Blizzard is too expensive for any real use.
