Kyogre Raid Guide

Kyogre packs a major punch as a Raid Boss, dropping very strong Waterfalls alongside Ice and Electric coverage Charged Moves to make it very hard to fully wall. Just be glad it lacks a Ground Type move to counter Electric Types.

When it comes right down to it, Kyogre is actually pretty threatening, but not terrible depending on its moveset and your counters. It's only weak to Electric and Grass, both of which have advantages. If you're running Electric Types, most of them just take neutral damage from the majority of Kyogre's moves. If you're running Grass Types, then your Pokemon are likely going to be very bulky thanks to their Water resistance, but are very much at risk if Kyogre is packing an Ice Type move, especially Avalanche.
In short, hope that you face down Thunder.

As for utility, Kyogre is a monster in the Master League, and is the base forme of Primal Kyogre. While beating it won't give energy to get said Primal, it's still very much worth farming Kyogre down for resources and a shot at high IVs.

The top counters here should all be capable of running a duo, though their viability varies based on Kyogre's moves.

In-game Search string

The high-voltage Regi is here, and it's prepared to fry this sea-mammal. It's going to want some dodges to stay in the game for longer, but it's definitely a strong contender for the overall best option for this raid.

Mega Sceptile is a very situational counter. If you're facing down a Water Type Charged Move or Thunder, then this thing is absolutely outstanding. This thing lives a surprisingly long time given its relative frailty, and it hits like a truck. If Kyogre has Blizzard or especially Hurricane, then get ready for it to drop.

Kartana generally has more in common with Electric Types than its fellow Grass Types thanks to its Steel sub-typing. This means that it takes neutral damage from Ice and resists Electric, but it also resists Water Type moves as well, making it a pretty strong option.
