Analysis
The original Water Type titan, Kyogre once ruled its meta with an iron fist.... fin. It was a must-have for virtually anyone raiding, and Raiding was virtually the only game-mode at the time. This thing was one of the apex Pokemon of its time, sporting virtually no real competition and fearing no major competition in the future... save itself. Nowadays, Kyogre is still good, but it's been out-classed.... by itself.
Offense
- Waterfall and Origin Pulse is, without a doubt, Kyogre's best moveset.
- Surf and Hydro Pump fall behind, while Blizzard and Thunder are underwhelming on Kyogre.
Waterfall and Surf serve as Kyogre's bread and butter for consistent damage output, with the latter move having a relatively low cost. Kyogre has several different choices for its secondary Charged Attacks. Blizzard gives it play against Dragon-type Pokemon, which often wall it otherwise, but it is extremely expensive and unreliable. Thunder is great for opposing Kyogre and Primarina, and is a less costly option to dent Palkia with. Origin Pulse packs immense power and can destroy Pokemon who don't resist Water even harder, but it comes at the price of coverage.
Kyogre is ineligible in Great League. However, a Shadow Kyogre obtained through Giovanni is usable in here, though its performance leaves a lot to be desired.
