Urshifu - Rapid Strike has... problems. To start with, it's a very solid Fighting Type that can surpass many of the better non-Shadow/Legendary/Mega options, though it definitely falls behind even the mediocre Shadows. But how does it do as a Water Type?

... Aqua Jet.

Do yourself a favor and don't bother if that's what you're after.

  • Counter and Dynamic Punch is the way to go.
  • Waterfall and Aqua Jet exists as a moveset that can potentially be chosen.
  • Rock Smash, Brick Break, Close Combat, and Aqu-....er.... yeah, they're bad moves.

Counter is preferable to Waterfall, providing higher energy gain for the same DPT. Additionally, Counter is a 2-turn move compared to Waterfall's 3-turn, making it a more flexible move to use.

Aqua Jet is Urshifu's cheapest move and benefits from STAB. It is also its only non-Fighting Charged Attack, and can provide valuable coverage. Dynamic Punch has excellent DPE and a moderately cheap cost. Close Combat is stronger, but the defense self-debuff makes it unforgiving at times. Brick Break is the cheapest option and can debuff its opponent's defense, but its power is underwhelming and its cheap cost is largely redundant thanks to Aqua Jet.

Rapid Strike Urshifu is perhaps most comparable to Poliwrath; both are Water/Fighting Pokemon with Counter as their Fast Attack. Unfortunately, Urshifu is considerably more fragile and lacks coverage options. Poliwrath isn't doing so hot right now; don't expect much from Urshifu.
