If you want to use Squawkabilly in the PvE meta, then it's very likely to end up sharing its ultimate fate with the Carolina Parakeet.

For best performance, pick up Air Slash and.... Fly....
Seriously? They gave THIS THING Fly?! Seriously; this is a GREAT move, and they gave it to SQUAWKABILLY?! There are SO MANY Pokemon that are practically BEGGING for access to Fly to save their performance, and they go and give it to the most route-1 bird to ever be a bird! Seriously; even WITH this move, this thing is still trash!
Peck, Aerial Ace, and Brave Bird are all skips here.

Air Slash is the best defensive move, and it should probably be paired with Aerial Ace, as Squawkabilly is unlikely to get a chance to use other moves.
Even though Fly is a great move that other Flying Type Pokemon would absolutely die for and is still objectively good on defense, it's not as good here.
Peck and Brave Bird don't really help as much here.
