Shadow Kyogre is a living flood of a Pokemon. While it can't quite keep up with its Primal forme (but nothing does, in all fairness), it's still an outstandingly strong Shadow Pokemon, and an absolute master of the Water Type meta, standing (swimming?) head-and-shoulders above the competition. 

  • Origin Pulse* is Shadow Kyogre's best Charged Attack, with STAB and synergy with Waterfall.
  • Surf is slightly worse, but still a solid option.
  • Hydro Pump falls behind slightly, but is still ok if there's no TMs available. 
  • Blizzard and Thunder are optimal in few situations and don't combo with Waterfall.

Waterfall sports a strong damage output backed by STAB, but suffers from below average energy gains. 

Surf is mandatory due to its low energy cost and general power. Thunder gives you more power in the mirror match, whereas Blizzard gives you a powerful hit against Dragon-types in the lategame. Origin Pulse is an incredible move thanks to its very high DPE, but Shadow Kyogre often finds itself dealing sufficient Water damage with just Waterfall and Surf, and would often rather have a coverage option to find opportunities to flip matchups with.

Shadow Kyogre is a fragile option that can deal heavy Water-type Fast Attack damage. Unfortunately, there are many Water-type options in the Great League, and Kyogre's overall poor stats don't quite hold up.
