Shadow Kyogre is a living flood of a Pokemon. While it can't quite keep up with its Primal forme (but nothing does, in all fairness), it's still an outstandingly strong Shadow Pokemon, and an absolute master of the Water Type meta, standing (swimming?) head-and-shoulders above the competition. 

  • Origin Pulse* is Shadow Kyogre's best Charged Attack, with STAB and synergy with Waterfall.
  • Surf is slightly worse, but still a solid option.
  • Hydro Pump falls behind slightly, but is still ok if there's no TMs available. 
  • Blizzard and Thunder are optimal in few situations and don't combo with Waterfall.

Waterfall is the Fast Move of choice for Shadow Kyogre... because it's literally the only option that Shadow Kyogre has available. Regardless, this is an oppressive move with very high damage output and energy generation, giving Shadow Kyogre an oppressive presence on the field. To add more Water power, Origin Pulse is a must-have most of the time thanks to its tremendous raw power. Avalanche backs this up with its relatively low energy cost, high DPE, and useful coverage that threatens a plethora of Dragons that roam the Master League. Thunder can also work for coverage, but it tends to be a bit less useful in the Master League. Blizzard has a lower DPE than Avalanche for a higher energy cost with the only advantage being that it can drop more raw damage at once... though this is not worth it 99% of the time.


Shadow Kyogre is a fragile option that can deal heavy Water-type Fast Attack damage. Unfortunately, there are many Water-type options in the Great League, and Shadow Kyogre's overall poor stats don't quite hold up.
