Noctowl... is cheap, and can help out early-game with Flying damage if you happen to catch a high level one. But there ARE better early-game birds out there.
Offense
- Wing Attack and Sky Attack is the best option here.
- Extrasensory and Psychic is a secondary option.
- Nothing else matters, I'm afraid.
Defense
- Extrasensory and Wing Attack are both great for defense.
- Psychic, Sky Attack, and Shadow Ball are all worthwhile.
- Nightshade is weaker than Shadow Ball.
Wing Attack is a good move for PvP thanks to its high energy generation. It pairs with Shadow Ball for good damage output alongside decent energy cost, while Return hits like a truck post-STAB and has great coverage alongside Shadow Ball. Wing Attack is also okay, but it leaves Noctowl very easily walled by a fair number of threats.
Noctowl can be a fairly threatening Pokemon in several situations. It builds energy fairly quickly, has great neutral coverage, and has a situationally useful typing. That said, it doesn't REALLY stand out in any niches, and other Pokemon can generally do its job better.
