Water Gun is chosen over Waterfall primarily due to its shorter duration, which gives Dondozo more flexibility with its move timings.
Surf is tied with Liquidation as one of Dondozo's fastest Charged Attacks, but its slightly higher base power is more preferable to Liquidation's Defense debuff chance. Outrage is the only coverage option in Dondozo's disposal. Hydro Pump is too expensive and doesn't grant Dondozo additional coverage.
Dondozo is a bulky Water that unfortunately lacks a stellar moveset. As such, it is largely outclassed by other options like Blastoise or Azumarill.
