This team is made for Double Battles format.
Rising Voltage is a move that doubles in power during Electric Terrain. One of the best, if not the best Electric Terrain setter is Mega Raichu X, who's abillity Electric Surge summons the terrain upon Mega Evolving.
So, you can lead with Raichu and Jolteon/Rotom-Wash to use boosted Rising Voltage from the very first turn. Maushold supports the beforementioned Pokemon using Helping Hand to boost the Rising Voltage damage even further.
This team also includes Drizzle Pelipper and Archaludon, who's Electro Shot gains a boost from the Electric Terrain as well.

Special attacker Mega Raichu X is rare due to it having much better physical attack, but with Electric Surge abillity and Rising Voltage it can still do very good damage and set the terrain for other members of this team. It has Dazzling Gleam to hit opposing Garchomp and others supereffectivelly.
Jolteon is the main attacker of this team thanks to high special attack, very high speed, Life Orb, Electric Terrain and Rising Voltage. It also has Hyper Beam which can help in specific scenarios and Alluring Voice to hit opposing Garchomp and others supereffectivelly.
Rotom-Wash not only has Rising Voltage, but also Hydro Pump to hit most Ground types supereffectivelly and Will-O-Wisp to burn the target, halving their attack.
Maushold supports the Rising Voltage users with Helping Hand and can also attack with Population Bomb. Has Follow Me to redirect opposing attacks at itself.
Pelipper sets up rain additionally to Electric Terrain, making Archaludon's Electro Shot charge and attack in one turn and also gain boost from terrain.
Archaludon takes advantage from both Electric Terrain and rain thanks to Electro Shot. It has maximum speed investment and Choice Scarf to outspeed most of the opposing Pokemon. Maushold's Helping Hand can also boost Electro Shot to ensure KO (Or 2HKO against some Pokemon).
